Formed on November 22, 1937 to establish and protect the civilians inside the Safety Zone from soldiers. The Committee was headed by John Rabe, a Nazi teaching at the University of Nanking, and included a number of Western missionaries who remained in Nanjing during the 1937-1938 Japanese invasion.
